Regulation number: (EU) 2025/40 PPWR, fully enforced from August 12, 2026, replacing the old Packaging Directive 94/62/EC. All packaging for stainless steel umbrella bases sold to the EU, including corrugated cartons, polystyrene foam, plastic bags, and sealing tape, falls under the regulations control.
Five core control points of PPWR
✅【Immediately effective clauses (from 2026.8.12)
Hazardous substance control: Total content of lead, cadmium, mercury, and hexavalent chromium in packaging ≤100mg/kg; food-contact packaging strictly controls PFAS. Umbrella base cartons and polystyrene cushioning foam must be tested in advance.
Compliance documentation: Technical documentation (TD) must be established for all packaging, EU Packaging Declaration of Conformity (DoC) issued, and records retained for at least 5 years.
Packaging design: Packaging must be recyclable; composite materials that are difficult to separate are prohibited.
Traceability labels: Packaging must bear importer information and batch identification; EU unified recycling label to be adopted in 2028.
✅【Medium- and long-term phased requirements】
From 2030, packaging must meet at least Class C recyclability standards, with strict control over excessive packaging; from 2038, only Class A/B packaging will be permitted on the market.
Key reminders for umbrella base exporters
Complete packaging EPR registration in all EU countries (Germany LUCID, France Triman, etc.); optimize carton and polystyrene foam packaging by reducing lamination and composite adhesives.
